COACHELLA, Riverside County — October 23, 2026. Coachella property owners can choose from five preapproved accessory dwelling unit designs and one junior ADU design on the city’s official ADU program page. The designs are presented in Spanish Colonial, Desert Modern and Mission Revival architectural styles, including plans and downloadable resources. But having a plan selected is not permission to start pouring a foundation.
Know the difference between ADU and JADU
The city explains that an ADU is an independent dwelling on the property of a primary residence with facilities for sleeping, cooking and sanitation. A JADU is limited to 500 square feet and is incorporated within an existing or proposed home. That distinction affects the design, building permit and how the space can be occupied. California state law can also alter local ADU standards, so a lot-specific confirmation matters.
How to submit an application
Coachella’s instructions ask applicants to download the permit application and select a design, then prepare a scaled site plan drawn by an architect or draftsperson. The city directs applicants to complete other checks, including relevant Fire Department plan review, and submit a package to buildingservices@coachella.org. The instructions advertise a 3–10-business-day review period for complete applications by Building and Planning, not a guaranteed total time to occupancy; missing materials and site-specific issues can extend the process.
What about rooftop solar?
The city’s current program states that a solar system is required for ADU plans 1 through 5 and must be fully operational before final building inspection and the certificate of occupancy. Owners should ask whether their installation quote includes solar, electrical upgrades and utility interconnection. Avoid assuming solar is part of the advertised price for a preapproved structure.
Potential additional charges
Coachella identifies a possible $310 additional fee for an electrical panel upgrade, where applicable. The program also directs homeowners to check for separate school district fees through Coachella Valley Unified School District. Building and Planning, fire, utilities, site work and inspections must be reflected in an accurate budget. Refer to the Building Division for the latest fees and checklists before signing a contractor agreement.
Where to ask for guidance
Contact buildingservices@coachella.org or planning@coachella.org. The Planning Division is based at 53990 Enterprise Way, and lists a general contact number 760-398-3102. Ask about lot restrictions, current-code drawing sets, service connections, permit submittal and the proper order of inspections.
